Job Summary:

The Organizational Change Management (OCM) Lead is responsible for planning, coordinating, and executing change management, communications, training, and user adoption activities to support successful implementation and long-term sustainability of the PMIS solution. The OCM Lead partners with project leadership, business stakeholders, functional teams, and the implementation provider to prepare impacted users and organizations for process, technology, and operational changes.

Key Responsibilities

Change Management Strategy & Planning

  • Develop and maintain the Change Management Plan and Tactical Action Plan (TAP).
  • Establish OCM governance, success metrics, stakeholder engagement strategies, and adoption roadmaps.
  • Conduct organizational readiness assessments and recommend mitigation strategies.
  • Lead change impact assessments and identify organizational risks related to adoption and transition.

Stakeholder Engagement

  • Identify, analyze, and manage stakeholder groups affected by the transformation implementation.
  • Develop stakeholder engagement and sponsorship plans.
  • Facilitate stakeholder meetings, workshops, focus groups, and feedback sessions.
  • Build organizational support and readiness across departments and user communities.

Communications Management

  • Develop and execute project communication strategies and communication plans.
  • Create, review, and coordinate distribution of project communications, key messages, leadership updates, and awareness campaigns.
  • Ensure communications align with County standards, branding, accessibility, and governance requirements.
  • Monitor communication effectiveness and adjust strategies as needed.

Training & Learning Enablement

  • Collaborate with project teams and the implementation provider to develop and maintain the training curriculum.
  • Oversee development of instructor guides, participant materials, job aids, reference materials, and learning exercises.
  • Ensure training content accurately reflects approved business processes and system functionality.
  • Coordinate and support Train-the-Trainer and pilot training sessions.

Organizational Readiness & User Adoption

  • Assess user readiness and adoption risks throughout the project lifecycle.
  • Develop adoption strategies and reinforcement activities to support behavioral change.
  • Monitor readiness metrics and recommend corrective actions where needed.
  • Support User Acceptance Testing (UAT) readiness, training readiness, and deployment readiness activities.

Training Sandbox & Learning Environment Coordination

  • Coordinate with the implementation provider to ensure the training sandbox environment supports learning objectives.
  • Validate training scenarios, sample data, user access, and training exercises.
  • Support training delivery, user practice sessions, and competency validation activities.

Project Collaboration & Governance

  • Work closely with project managers, business leads, SMEs, and implementation partners to align system changes with organizational readiness activities.
  • Participate in project workshops, governance meetings, UAT preparation, training events, and deployment planning sessions.
  • Ensure all OCM deliverables comply with County methodologies, templates, standards, and governance requirements.

Salary Range: $140,000 - $150,000 Per Year
